Robert L. Woodson, Sr., is founder and president of the National Center for Neighborhood Enterprise (NCNE), a nonprofit, nonpartisan, research and demonstration organization. Since its inception in 1981, NCNE has been in the forefront of the movement to empower low-income Americans.
